The GAR command is sent by the Group Communication Service (GCS) AS to the Broadcast-Multicast Service Centre (BMSC) as part of the MBMS bearer activation, modification, or deactivation procedure, or as part of the Temporary Mobile Group Identity (TMGI) allocation or deallocation procedure.
